Encouraging business creation in priority neighborhoods: a lever for inclusion and local development

In a context where social cohesion and economic development in disadvantaged areas remain a major challenge, supporting entrepreneurship is becoming an essential strategy. Across France, initiatives are multiplying to transform these areas into true areas of opportunity. With more than 1,200 priority neighborhoods firmly established in the social landscape, initiatives such as Impulsion Quartiers or Quartiers 2030 aim to encourage entrepreneurship through innovative and tailored programs. The key lies in tailored support, facilitating access to financing, and fostering local networks, so that each project, no matter how modest, can become a lasting part of the socioeconomic fabric. Moreover, in these areas where obstacles are numerous, collective mobilization and institutional solidarity play a decisive role. Since 2025, increased awareness through the Urban Policy program has continued to broaden the range of concrete initiatives. The mobilization of stakeholders such as BGE, reinforced by the support of organizations such as BPI France, demonstrates a shared desire to change the perception of entrepreneurship in these areas, often considered abandoned areas.
